1. İletişim işlevi

**To make a complaint** bir sorundan duyulan rahatsızlığı muhatabına açık biçimde iletmektir. *The lake is polluted* durumu betimler; *I'm sorry to say this, but the lake is in a terrible state* aynı durumu şikâyet olarak dile getirir. Şikâyeti güçlü kılan şey **sorun, kaynak, etki ve gerektiğinde zaman/yer** bilgisinin açık olmasıdır.

2. Ana şikâyet kalıpları

• **I'm sorry to say this, but ...** — olumsuz durumu nazikçe haber verir. *I'm sorry to say this, but the market area is very dirty.*
• **Sorry to bother you, but ...** — yetkiliye hitap ederken uygundur. *Sorry to bother you, but traffic causes too many emissions.*
• **I have a complaint to make about + noun phrase.** — konu başlığını açıklar. *I have a complaint to make about the bus service.*
• **I hate to tell you, but ...** — rahatsız edici durumu aktarır. *I hate to tell you, but the rubbish stays there overnight.*
• **Don't get me wrong, but ...** — yanlış anlaşılmayı önlemeye çalışır. *Don't get me wrong, but this problem requires attention.*

Bu kalıplar doğrudan **şikâyet bildirme** göreviyle ilişkilidir. *I'm sorry to say this* ifadesini, kişinin yaptığı bir hata için özür dilemesiyle karıştırma.

3. Kitabın çevresel şikâyet bağlamları

**Factory waste → polluted lake:** Fabrikalardan çıkan atıkların gölü kirletmesi, **water pollution** şikâyetidir. *Factory waste is entering the lake and causing pollution.*

**Heavy traffic → vehicle emissions:** Yoğun şehir trafiği, araç emisyonları ve çevresel etkiyle ilişkilendirilir. *Heavy traffic increases vehicle emissions in our town.*

Temanın genel söz varlığında *fossil fuels, emissions, pollution, excessive energy consumption, climate change, solid waste management, environmental problems* bulunur. Ancak kitapta olmayan somut neden veya sonuçları kesinmiş gibi ekleme.

4. Gerekçe ve etki belirtme

*Because* nedeni sunar: *The lake is polluted because factories leave waste in it.*

*As a result* sonucu sunar: *Waste remains after the market. As a result, residents face an unhealthy environment.*

*To make matters worse* mevcut soruna daha olumsuz bir ayrıntı ekler: *The rubbish remains in the street. To make matters worse, it is not collected until the next day.*

*Suffer from* olumsuz etkiyi belirtir: *Residents suffer from the bad smell at night.*

5. Resmî şikâyet e-postası

Kitapta e-posta sırası: **salutation → reason for writing → complaint → solution → expectation → closing.**

• **Salutation:** *To Whom It May Concern,*
• **Reason for writing:** *I'm writing to let you know about an environmental problem in my neighborhood.*
• **Complaint:** *I'm sorry to say this, but rubbish is left in the market area overnight, and the smell affects the residents.*
• **Solution:** *The cleaning team should come after the market ends.*
• **Expectation:** *I expect that you will find a solution to this problem.*
• **Closing:** *Sincerely,*

Bir soruda yalnız **şikâyet bölümü** istendiğinde, sorun ve etkisini anlatan cümleyi seç; *should* ile başlayan çözüm talebini veya *I expect* ile belirtilen beklentiyi şikâyetin yerine koyma.

6. Bağlam, muhatap ve doğruluk

Belediye başkanına veya yerel makama hitapta **courteous yet clear** (nazik ama açık) dil uygundur. Gündelik *The buses are late!* cümlesini resmî hâle getirirken sorunu saklamadan, somut ifadeyle *I have a complaint to make about the irregular buses in our town* denebilir.

Metnin ayrıntılarını değiştirerek abartma. *Waste stays until the following day* cümlesi, “every street is dirty all week” iddiasına dönüşemez. Fabrika atığına ait kanıtı trafik şikâyetine taşımak da hatadır.
